Parkcrest Lands County Ground Lease for 40 Acre Truck Storage and Charging Site

A 40-acre truck storage and charging facility is planned in South Chino to address Southern California’s parking shortages and electrification needs. Developed by Parkcrest with Delphi Energy as operator, the project will provide secure parking, EV charging, and reduce illegal truck parking in nearby neighborhoods.

-- CHINO, Calif. — The 40-acre site at Grove and Merrill Avenues will soon become a truck storage and logistics support facility, designed in part to relieve the widespread problem of trucks parking illegally in surrounding neighborhoods.

With space for commercial trucks, trailers, and fleet vehicles, along with electric vehicle charging stations, the project represents a deliberate response to long-standing regional challenges: too few places to park trucks and limited charging infrastructure to support fleet electrification.

The shortage of secure truck parking has become acute across Southern California’s logistics corridor. Drivers routinely park on residential streets or in makeshift lots, creating safety hazards and increasing friction with surrounding communities. At the same time, mounting regulatory pressure is pushing fleet operators toward electric vehicles—an evolution that requires not just new trucks, but an entirely new charging ecosystem.

Parkcrest Construction, Inc., led by President Andy G. Sehremelis, has secured a long-term ground lease with the County of San Bernardino to develop the site.

Upon completion, Delphi Energy Corp. will serve as the exclusive operator of the facility’s energy infrastructure, including the development and operation of 40 solar-powered DC fast-charging stations. Delphi will oversee all day-to-day operations and power management.

The county is expected to collect steady lease revenue while significantly reducing offsite truck parking in South Chino by providing more than 800 dedicated on-site parking stalls.

Designed to meet everyday operational realities, the project will offer truck drivers a safe, comfortable place to park and recharge while materially reducing congestion and illegal parking in surrounding neighborhoods.

The controlled-access facility will include paved drive aisles, perimeter fencing, modular buildings for site management, and scalable charging infrastructure to support the transition to electric fleets. Utilitarian by design, it is a working asset built for a working landscape.

For fleet operators, the value is immediate: compliant parking in a secure environment, purpose-built to support both current operations and the industry’s electric future.

The project is expected to take shape over the coming months, with Delphi Energy Inc. preparing to assume operational control upon completion.
