More than half a million business formations recorded across the U.S. as entrepreneurs push forward despite uncertainty
Registered Agents, Inc has released its March Business Formation Report, a monthly resource providing detailed insights into national and state-level business formation trends. The latest report shows a significant increase in new business starts, with 507,222 new formations recorded in March — a 7% increase over February and a 5% rise year over year.
This surge marks one of the strongest single-month gains in recent years and underscores a growing national trend: entrepreneurs are launching new ventures across a wide range of industries and regions, regardless of continued economic and policy uncertainty. Business formations were up in 45 states, spanning urban centers, rural communities and mid-sized markets. The Q1 2025 total reached 1.38 million, reflecting a 3.3% increase over Q1 2024.
“This quarter’s data shows that we’re not just seeing one-off momentum, we’re seeing a nationwide trend take hold,” said Jon Garrison, Treasurer at Registered Agents, Inc. “Business formation is rising in virtually every region, and the numbers from March suggest that many Americans are done waiting for perfect conditions. They’re building now, whether that’s in major metros or smaller markets with policy tailwinds.”
State-level insights from the March report include:
- Colorado: Business starts increased 48% from February and 13% compared to March 2024.
- Minnesota: Up 49% from the previous month and 21% year over year.
- Oklahoma: Formations rose 31% month over month and 41% year over year.
- Delaware: Posted a 12% monthly increase and 15% year-over-year growth following the passage of Senate Bill 21, which updated the General Corporation Law.
- Florida: Registered more than 61,000 new businesses, up 16% month over month and 10% year over year.
- Texas: Despite a modest monthly dip, business starts were still 12% higher than March 2024.
- Washington: Saw a 32% monthly decline after a strong February, but remained 10% above March 2024 levels.
“These aren’t isolated hotspots or geographic anomalies,” Garrison added. “What we’re seeing is an increasingly distributed and durable resurgence in entrepreneurship, the kind that builds long-term economic resilience across sectors and states.”
