On August 28, 2007, Philip O. Nolan, Chairman of the Board, President and Chief Executive Officer of Stanley, Inc. (the Company), adopted a stock trading plan (the 10b5-1 Plan) in accordance with Rule 10b5-1 of the Securities Exchange Act of 1934, as amended. The 10b5-1 Plan provides that limit order sales may be made monthly over a period beginning December 1, 2007 and ending on December 31, 2008. Pursuant to the terms and conditions of the 10b5-1 Plan, Mr. Nolan may sell up to a maximum aggregate of 100,000 shares of common stock of the Company under the plan. All transactions executed under the provisions of the 10b5-1 Plan will be reported through Form 4 filings with the Securities and Exchange Commission.
