The National Gambling Board subsequently called on all bookmakers engaging in such practices to cease and comply with their licence conditions, warning that winnings from illegal interactive gambling could be confiscated.

What This Means for Players

For South Africans who play at international offshore casinos — the most common way players engage with online casino games — the legal position remains unchanged. There is no criminal provision that targets individual players, and no enforcement action has been directed at consumers. The prohibition is aimed at operators, not players.

That said, players using offshore platforms operate without the consumer protections that a licensed local market would provide. Disputes with an unlicensed offshore operator fall outside South African jurisdiction.
