England Family Foundation Deploys $1 Million in Emergency Funds to Support DC Residents Affected by Federal Pay and SNAP Benefit Freezes

Funding will provide immediate crisis response through community anchors Bread for the City and Martha’s Table

Today, the England Family Foundation announced $1 million in emergency support for thousands of District residents affected by the suspension of Supplemental Nutrition Assistance Program (SNAP) benefits, as well as for federal workers who are now in their second month without pay during the ongoing federal government shutdown. The funds will be distributed evenly between Bread for the City and Martha’s Table—two trusted nonprofit organizations and community anchors helping DC families access healthy food and vital support.

Approximately 140,000 DC residents—many of whom are working families—rely on SNAP benefits for essential support. Meanwhile, federal workers and contractors continue to face prolonged income loss, further straining local communities. Food pantries across the city are experiencing unprecedented demand as families face mounting pressure to meet basic needs.

“Thousands of our neighbors are waking up unsure how they’ll provide for their families,” said George Jones, CEO of Bread for the City. “This is a real and urgent crisis. The England Family Foundation’s swift and compassionate response will make a tangible difference for families across our city.”

With support from the England Family Foundation, Bread for the City and Martha’s Table will expand grocery and holiday food distribution as the emergency extends into the Thanksgiving season—and potentially beyond. Both organizations are already seeing a sharp spike in demand, with food distribution lines growing daily.

In addition to food, the donation will fund direct cash giving at both organizations—reflecting a commitment to trust families to make the choices that work best for them.

“At the England Family Foundation, we’re committed to supporting the dignity and stability of DC families,” said Hannah Hahn, Executive Director of the England Family Foundation. “We were inspired by the rapid response of our local nonprofit partners and wanted to do something to amplify the importance of community solidarity in times when the safety net is strained.
