Former New York State Tax Official Joins Ryan as Principal in Advocacy Services Practice

Argi O’Leary to Lead Northeast Regional Advocacy Team

Ryan, a leading global tax services and software provider, announced that Argi O’Leary has recently joined the Firm as Principal in the Advocacy Services practice and will be based in the company’s New York City office.

Ryan’s Advocacy Services team is a key differentiator in the tax services industry, offering clients strategic advantages to resolving tax issues that deliver increased profitability and cash flow. In addition to helping clients with dispute resolution, Ryan professionals regularly collaborate with revenue officials and policymakers to help streamline operational inefficiencies, clarify complications in the tax code, and suggest areas for administrative improvements.

Prior to joining Ryan, O’Leary served as Deputy Commissioner for the New York State Department of Taxation and Finance, overseeing the operations of the Civil Enforcement Division and Office of Professional Responsibility. As a member of the Department’s executive leadership team, she led the Department’s civil enforcement activities and collection of delinquent tax liabilities. She also was responsible for the Department’s regulation of more than 39,000 tax return preparers and facilitators, including efforts to identify and address tax preparer fraud and abusive tax preparation schemes. O’Leary regularly collaborated with state, local, and federal agencies to enhance opportunities for tax enforcement and revenue collection in support of state and local programs and services.

Previously, O’Leary served as Assistant Deputy Commissioner for Litigation Strategy for the New York State Department of Taxation and Finance, where she was responsible for directing the Department’s involvement in high-stakes legal matters, including tax controversies and internal investigations.

O’Leary holds a Juris Doctor degree from Fordham University School of Law. She also earned Master of Science and Bachelor of Arts degrees from Boston College.
